As I remember I got them in base Tyria after maxing all my masteries (I still haven't finished the last legendary crafting mastery, but already filled the XP bar on its last level). Suppose a dude just bought EoD and wants to start to play his vindicator, since unlocking hero points take time in an impulse he buys everything. 5 dollars per hero point. Same with a returning player, specially the ones that played HoT at it release. Theres a bunch of situations where this will happen.
Please consider changing this as in my opinion its more like an currency and pointless at high level being locked to a single Character.I have 10 level 80's each class with crafts spread between them all but I Main a Guardian. When new elites are added to game I need to go grind Hp's for each cla

By getting to level 80 you get enough hero points to unlock all the core ranger skills and traits, so to get druid you then need to do hero challenges, you get 1 per hero challenge in Core Tyria and 10 per challenge in HoT.
You don't get hero points from leveling To be clear, I'm pretty sure what you mean is "You don't get hero points from leveling after reaching level 80". May help prevent confusion with some newer players.
Ultimately, the hero point system is fine, it works and rewards players who have spent time across other areas of the game prior. Newer players will require additional time to unlock, but the way it is set up means they will access everthing as a natural part of playing the game without excessive time gating. 2.
When the game first came out, there was a LOT less to do at level 80 so they had to keep people leveling. Now, most people feel the journey doesn't start until you get to 80, or at least, I feel that way. Getting to level 80 is more or less a tutorial on how to play your class, but even that can change drastically once you get your elite spec.
You cannot, you need to have normal spec maxed out before you can spend points on elite.And don't worry, there are over 400 more hero points waiting to collect than you can spend for both elite.They come in even easier as on PoF & HoT maps they come in as 10pts per hero-challenge.
